Governor Pulaali’i Nikolao Pula Highlights Innovative Readiness
Training Program at Cabinet Meeting

MAPUSAGA, American Samoa – On August 21st, during the Cabinet meeting held at the ASCC Multi-Purpose Center, Governor Pulaalii Nikolao Pula welcomed a special presentation on the Department of Defense’s Innovative Readiness Training (IRT) program, delivered by CPT Penny Cannon, Army Reserve IRT Program Manager, with support from Major Nate Horwitz-Willis and Staff Sgt. Conrad Schneider.
The IRT program is a premier Department of Defense initiative that pairs real-world military training with essential community services. Under Title 10 U.S. Code §2012, IRT missions allow Active Duty, Guard, and Reserve service members to strengthen their readiness while providing no-cost services in areas such as medical care, civil engineering, cybersecurity, transportation, and civil affairs.
Governor Pulaalii extended his gratitude to the IRT team for their ongoing contributions to the people of American Samoa. He also recognized and thanked the previous administration for laying the foundation for this program locally, noting the importance of continuing partnerships that benefit the territory.
According to the presentation, more than 26 IRT missions are funded nationwide in 2025, spanning 20 states and territories, including American Samoa. These missions not only enhance military readiness but also deliver lasting benefits to underserved communities.
The American Samoa Wellness Mission was led by joint forces including the Marine Corps Reserve, U.S. Navy, Navy Reserve, and Air National Guard. The mission included a broad spectrum of medical services to support local families and enhance community health.

The IRT medical mission to American Samoa was successfully launched thanks to the dedicated efforts of the American Samoa Department of Health, whose application secured the opportunity for this vital initiative. In a collaborative effort to support the mission, the Department of Health partnered with the Department of Youth and Women’s Affairs to provide access to the DYWA Tafuna facility, ensuring that IRT services could be delivered effectively to communities across the territory.
Departments and Agencies are encouraged to begin preparations for submission, as the deadline for the IRT application is September 30th. The application link is available, and with approximately one month remaining, timely action is essential to ensure all requirements are met.
